So if you tried melding more Critical Hit to an Augmented Facet Tabard of Aiming, you'd find it won't let you - that armor piece already has exactly 416 Critical Hit without melds. As an example, all ilvl 460 Chest Armors can hold up to 416 of a Substat. Basically, each piece of gear has a limit to how much of a certain substat it can "hold", based on it's ilvl.
